Under this program the Secretary considers applications from institutions of higher education that have entered into agreements with business enterprises, trade organizations or associations engaged in international economic activity---or a combination or consortium of these enterprises, organizations or associations---for the purposes of pursuing the activities authorized under this program. (Authority: 20 U.S.C. 1130a)
